Cardiff Blues back row Shane Lewis-Hughes will make his Wales debut in Saturday's Guinness Six Nations finale against Scotland at Parc y Scarlets.
The academy product has been rewarded for his fine regional form in recent months, joining Justin Tipuric and Taulupe Faletau in the back row.
He is joined in the matchday squad by five of his regional team-mates, with Lloyd Williams named amongst the replacements.
The 28-times capped scrum half returns to the international fold for the first time since the 2016 win over Japan, having enjoyed a bright start to the season with Cardiff Blues.
Head coach Wayne Pivac has made a total of six changes from the side that lost to France last week, but Rhys Carré and Josh Adams both retain their starting spots. Dillon Lewis is once again named on the bench, and is joined by Cory Hill, who is replaced by Wasps lock Will Rowlands in the boiler room.
Captain Alun Wyn Jones will become rugby's most capped international, having levelled Richie McCaw's record last week, making his 149th Test appearance - with nine of those caps coming in British and Irish Lions colours.
On the uncapped Lewis-Hughes, Pivac said: "Shane is a young guy, and we see him having a good future in the game.
"It's come a little bit earlier than we anticipated due to injuries, but he's a guy who has trained the house down.
"He's got everyone talking within the camp. Alun Wyn said 'I've waited 15 years for someone like you to come along' so that tell you something about his work ethic and the way he trains.
"He's very similar to a young Alun Wyn and we hope things will go very, very well for him."
