Copeland made an impressive try-scoring appearance off the bench last weekend against Exeter Chiefs and is now one of three changes made by Director of Rugby Phil Davies.
Wales international prop Scott Andrews is the other change to the forwards and will pack down with captain Matthew Rees and Gethin Jenkins, who will face his former side after making the move to Blues during the summer.
The other change to the team sees talented centre Owen Williams recalled to partner Cory Allen in midfield for the Blues.
Two changes on the bench sees Rory Watts-Jones and Benoit Bourrust come in, with Andries Pretorius and Taufa’ao Filise ruled out through injury.
The biggest crowd of the season will descend on the Arms Park for the mouth-watering clash and boss Davies wants his side to be inspired by the atmosphere and really perform from the first minute.
He said: “We’ve got to be on it from the off. We’ve got to start the game like we finished in Exeter and use that momentum.
“It’s a full house and it will be some atmosphere. It’s been fantastic all season at the Arms Park so we look forward to that and hopefully using that to our advantage.
“The supporters have been brilliant this year, as they were last season. I’m sure they will be excited by the game and they will get right behind us. It’s the first Heineken Cup game on the new pitch so it’s a big day.
“Toulon have an outstanding squad full of world class players,” added Davies. “We know their set piece is strong, their driving game is powerful and they have a solid defence particularly around the edges.
“But we have got some good players ourselves and if we perform the way we know we can we will cause teams problem. But it’s doing it from the off and for 80 minutes.”
